The 15th calls emergency services, the 17th calls the police, the 18th calls the fire department. 

The 112 is a general number that connects you with a contact person who can redirect you to the most efficient service adapted to your problem.

As for 114, it is the written equivalent of 112. It is therefore to be preferred for all people who cannot talk on the phone, whether because the situation requires silence or because of a disability.
